Is our licensing requirements flawed?

Currently, most drivers on the road received there licenses before graduated programs. They got there learners at 16 and then a couple months later received there full license. They continued to drive, renewing there license every five years. They gain experience and confidence in driving over the years. They are never tested again, other than on road experience they gain very little new information or techniques about driving. 

We put harsher rules on the young drivers and we make the elderly re-write or re-test. If we want safer roads we must consider all drivers, not just the obvious.</description>
