Auto theft in Canada funding terrorist activities

Rick Dubin, VP of Investigative Services at the Insurance Bureau of Canada (IBC) says that auto theft in Canada is being used to fund terrorist activities overseas. Speaking at a panel discussion at the National Insurance Conference of Canada, NICC, which ends today in Vancouver,  Dubin says that even though auto theft in Canada is down 15%, the recovery rates of stolen vehicles are also declining. He says that this is an indicator of organized crime involvement because joy riders steal cars then usually abandon them. Organized crime rings, on the other hand, steal the cars, have them exported, fit them with new Vehicle Indentification Numbers (VINs) and then re-sell them or cannibalize them for their parts. He goes on to state that evidence presented by a North American task force on auto theft organized crime, suggests money from these car thefts are funding nefarious activities such as drug and gun running and terrorist activities.
